grounding my ballast

Default grounding my ballast

i am having trouble grounding my ballast i have a 95 prelude si and on the passenger side i have places it where the oem air box was. on the other side i have placed it under the fender well where the window washer reservoir was. i bought a relay but it hasn't came in yet one of my friends told me that i need to use a dremel and grind the paint off the fender wall to ensure a ground. when i but the system on i placed it on the radiator bracket and the bulb flicker

Yes, you should ground the ballasts to a suitable location on the chassis, and make sure that the location is clean of any paint or other substance that would interfere with the electrical contact.
