fogs lights keep shorting out

i have an intercooler and foglights on my 97 coupe. everything worked perfectly for like 4 months. then one day my foglights just went out and i found out the fuse blew.
so today i took off the bumper and checked everything out. i taped up a little piece of wire showing from the foglights. i got them to work, then i put them back in the bumper and back on the car, i had to force the bumper on a little big because its really tight w/ the intercooler piping. anyway, once i put the bumper on .. i turned on the lights nad they shorted out again. i have no idea whats causing this, i've checked every wire there is and they all look good. what could it be?

It must be a +12V power wire shorting out to the frame or something else grounded to the frame. Did you check to see if the wires are touching any metal parts after the bumper is installed?

Well just to rule that out, try putting a piece of cardboard or something between the foglight housing and the IC and see if the lights work.
