Default Fog Lights Stuck in Customs

I wasn't sure where to put this so please feel free to move it to the correct forum.

So I placed an order for a set of fog lights coming from a company in Japan. I get a slip from USPS telling me it's being held in customs. I go there, they open up my box and tell me they're going to seize my fog lights. They fill out all the paper work and ask me to sign. I refused to sign it and told them I would just export it back.

I really don't want to export it back so is there anything I can do? They're OEM Stanley Fog Lights, but of course, no DOT marks. Are there any marks that I can point out to them? Or is there anything I can tell them so I can take them? My friend suggested for me to tell them the fog lights would be for car show purposes only. Do you guys have any other ideas?

Since when would lamps ever be a customs issue? Whether or not they are legal to use on the road, has nothing to do with the legality of ownership.

Er, except I have absolutely no understanding, at all, of the laws in Guam...

Same as the laws of the United States...considering we're a U.S. Territory. I was thinking the same thing too but the officer kept telling me it's not DOT. But I'm gonna see if I can claim them tomorrow and we'll see from there...

be like they are for collection, as in you are collecting older car parts just to have them.

tell them they are fog lights for OFF ROAD PURPOSE ONLY and they shouldn't have to be DOT approved that's why most performance stuff that u buy and all the japan crap on ebay says FOR OFF ROAD PURPOSE ONLY lol tell them they are for a Four wheeler or suv and not a street car
