Icon5 94-95 Accord Fog Light Install Issues

I just installed the DEPO OEM style fog light kit for my 1994 Accord. I followed the install manual exactly as it said, but the fog lights refuse to work. I'll try and readjust the ground wires, but they seemed to check out with my multimeter (5 ohms or less). After testing, the wiring is receiving 12V from the battery while the signal wire from the switch read at 10V between pins 85 and 86 on the relay. The relay itself didn't seem to be activating from what I could tell, but the lights still wouldn't come on even after I manually closed the relay or used a jumper wire. The bulbs are perfectly fine, and swapping them out for LED H3 bulbs also did nothing. Any ideas?

On a somewhat related note, I swapped a main relay conversion kit in beforehand. It substitutes the main relay for a normal 4-pin relay, with an added kill switch on the ground wire. Even though the connections are rock-solid, the switch is causing issues where it won't start. When I leave the switch out and directly connect the ground, the relay will click on and off if I touch or move it. Could this be an issue with the relay, or is a wire somehow not connecting properly? TIA!
