obd2 wire issue.

obd2 wire issue.
In key in ing. I press the brake and gauge cluster lights up and coolant fan comes on. And if the motor is running all the same happens plus motor shuts off. I am new to the Honda world but I am very elc. And mech savvy.
Any thoughts.
