PWO came in the JDM CRX. The PR3 ecu came in the JDM Integra XSI. The PWO is only offered in Manual Trans, the PR3 have Manual and Auto Tranny versions.
Both have a 115mph top speed cut out. Vtec kicks in around 5k, rev limit around 8200rpm ( when engine is fully warmed up with no codes)
The auto ECU are a little lower.
You can get the ECU's chipped for different Vtec engagement and no rev or speed cut off.
I wouldnt recommend taking out the rev limit. And for the speed limit, you shouldnt be driving more than 115mph on the streets anyway.
