Fix:
1. Get a volt meter.
2. Set it to check "Continuity" (read the manual that came with the volt meter)
3. One volt meter lead on VTEC solenoid wire.
4. Unplug ECU
5. Other volt meter lead at ECU, checking for where that wire is. (should be at A8 if OBD0)
(if the volt meter has an audible setting, it will beep at you when you touch the other end of that wire.)
If that pin is not at A8 which i suspect it's not. You need to move it to A8
