Default vtec question. doesn't kick untill I drive for a while.

I ave a 92 civic. It has a 99 gsr motor in it. I used the gsr harness, and an obd-1 ecu. No CEL. everything runs good. But if I start the car up, and then ake it for a drive. The vtec won't kick in right away. Not untill like 5 minutes of driving. Is it supposed to do this? I mean, after the car is warm, vtec comes in hard. But its weird that it doesn't kick it for a while.
