Default vtec assembly in head issues??

hi guys, i know you probably get a million vtec issue questions. i called myself running through the book and checking all the basics and i think i might have something wrong in my head. i'll start by saying that i have a b18c1 in a 94 hatch back. i have ran the car with and without the vtec solenoid plugged in and it the exact same so i know the vtec is not engaging. i have rean through everything with the sensors and ecu so to make that short i am getting 14 volts to the solenoid at 4400 rpms and when i jump a wire from the battery to the solenoid i can hear it click so i know its getting power and it seems to be working or at least clicking. i have not checked my oil pressure yet because i dont have the tools to but i assume that its enough or the oil pressure switch would stop the vtec signal from sending. im kinda stuck here unless its a mechanical issue. is anyone familiar with this issue and have any ideas where to look next before i pull this head apart?
