Default Tranny Problems

Can I use a GSR flywheel with a 99 ACT b18 clutch and pressure plate with a b16a cable tranny?

I believe you can, I kinda did the same with D-series stuff. I used a D16z6 flywheel and a Clutch Masters Stage 1 clutch made for a D16z6 motor and put it on a D15b1 motor with a 4-speed cable tranny. So I assume b-series stuff is compatible with each other.
