Default Stupid Former Owner

Ok ever since I got my engine it has had this bad whistling sound. No vacuum leaks that I can find. Well while I was attempting to install my new MC and booster combo I took off the secondary controller (not sure of name) and I find that the screw that hold it on are old custom jobs. He tore out the old screw holes and just used self tappers right int the intake manifold. I assume he broke it when installing a new MC like I did. Here is my question: Does anyone know if these holes go through to the inside of the manifold. Could this cause my whistle? Also isnt there some cleaner you can spray near the manifold to check for leaks? Thanks guys.

use carb cleaner & spray around the area to see any leaks,
