Default Rpm surging problem

good night guys,

i'm tiered of solving my problem in the garage, so I please for a help

i swaped h22a from an accord cc7 to my civic ej2. Everything is obd1. Accord was going fine. After swap i got error code 14 (iacv) and battery red light. But the alternator works fine (about 14v when runing) and car idles normaly - on cold rpm about 1800, when temperature go up it makes rpm about 700 rpm.

my problem is when i'm driving or just pushin the gas peddal to 1500 rpm, it starts surging. Surges keep going only when rpm is between 1500 and 2000 rpm. So it's hard to drive on low rpm, for example in a car jam.

I've cleaned fitv,iacv. Correctly drained the coolant system. Checked and replaced all vacum hoses and TB and IM for leakages. Calibrated TPS (got 0.5v closed and max opened 4.28v). Tried to take off iacv and to close the holes. Tried to close all vacum lines to manifold. Tried closing with a finger holes in the throttle body. Tried screwing the adjustment srew in TB. Nothing helped.

accelerating car goes fine, but driving on 1500-2000 rpm it surges. I can make a video of how it looks if it will help. I've read a ton of info on forums, but can't find anything similar.

please help.

btw, got chiped p28 ecu, so it does nothing with egr.

Btw, when i tried removing iacv, closing holes and i shortend the plug. When I reasembeld the valve, it doesn't work no more. It does 't opens oncold engine. I mesured the plug, it has 12v on it, so mostly the valve does fully died (got stuck). But iacv installed or not doesn't do anything about rpm problem.

And the only thing i replaced after swap is tps sensor, becaue original one got broken while swaping the engine.
