Default Quick h22 shifter question

Hey I'm mounting down the h22 shifter into my teg and wondering if the metal bracket a couple inches in front of the shifter, the one that mounts to the body of the car with the 2 screws and a rubber layer on top, does that have to be on the bottom, or can it be on the top, or does it really matter? Thanks.

Hmm.. I would love the h2b but i'm only in highschool and i'm basically broke as.... as something very very poor so I'm just trying to get by and get this done, but thanks for the input. So it doesn't matter if you have the metal bracket and rubber on top of the frame, or does it have to be on the bottom? Thanks for all the help.
