Default P28 or P30??

I was wondering if I can run a p28 on a b16a other than the p30. If so what is the benefit?

You could run a P28. But it would have to be reprogrammed in order to turn the motor right. The advantages of running a P28 vs a P30 are price, availability, and lack of a knock sensor. On the other hand, once chipped, there is no advantage to either.
