Default ECU: OBD0 to OBD1??

I own a 1990 acura integra and I have a B16a w/ a PWO ECU. GOD DAMN my car is slow, one of my boys sat in the car with me and told me that I should look into doing a ob0 to obd1 conversion. I'm in the process of building a LS/VTEC, what would guys think is the BEST ecu to go with obd1?

i think i would say a p28 chipped with uberdata
