OBD0 to OBD-1 Conversion problem

OBD0 to OBD-1 Conversion problem
the car is 88 Civic DX TBI d15b1 to start..
D15b1 blew up. ( choked on Some Water!)
i bought d15b Vtec and a P28(5spd) Ecu. also have the original P08 to ( its Automatic )(not for Sale)
i cut the Obd0 plugs off and soldered Obd1 plugs so that i could use the Exhisting power inputs from the main relay and the cluster the rest i ran new.
i have verified all wires from the Engine bay( homemade wiring harness. )
from inj to sensors i get no Codes.
turn the Ignition on the cluster lights up like normal check engine light comes on beep beep and goes out. like normal
turn the engine over and it will not fire.
i can't verify if the injectors are firing
the Dizzy is original p08 so i figure maybe somthing is wrong with the Pickups..
i buy new distributor for p28 (td-42U Ex,SI D16 engine )
still the same problem
i took the ECU to next door neighbors and pluged the p28 into a 95 Civic Ex fired right up.. no issues
i don't have any blown fuses
i got power to the FUse box inside and outside.
Fuel pump turns on for 2 seconds and turns on when turn the Ignition on
i have fuel pressure. I burped the fuel filter and the fuel rail
fuel injectors are obd1 and are getting 12 volts
dizzy is getting 12 volts Black /Yellow
Blue is Tach.
sesnor wire ECU PIN
Cylinder P : Orange ------> B11
Cylinder M : White --------> B12
TDC P : orange/BLue-> B13
TDC M : White/Blue ---> B14
Crank P : Blue/Green -> B15
Crank M : Blue/Yellow --> B16
these check out
i have valve cover ground, and transmission ground (8AWG)
according to the Honda manual your supose to be able to crank the motor over and if it does not start after 20 seconds of crank time you get CEL/MIL
i tried that
0- 35 seconds of crank
alt charge light goes out oil pressure goes out no lights in cluster for 30 seconds.
it took 5 seconds to build oil pressure. (havn't started the motor in while and i did check oil leve its at full)
i have no Spark
there is no evidence of Fuel ( absence of Fuel smell either in the engine bay or Exhuast)
i have fuel pressure (unknown amount unable to measure)
fuel pump is active during start up
no CEL/MIL
Im using ob1 MAP ( mounts on the Throttle body )
Summary
Engine does not start
there is no Spark
there is no Fuel
fuel pump comes on like normal
there are no CEL codes
p28 Ecu is tested in another car and is known as good
Dizzy is brand new and is known as good (TD-42U)
all primary circuits to power and ground have been checked out and are good.
PGMFI relay is Good tests and turns on proper circuits when power is added
measurements of voltage at ICM circuit are less then 10volts
ICM is good

yes it is..
made sure even cleaned the surface with piece of green pad ( 3M scotch bright )
