Default Need help with a gsr in a ef hatch

I have a 91 civic hatch with a 95 gsr in it with a obd0 b16a ecu running it. No mods other than that. It's throwing codes 17 and 21, which are speed sensor and vtec but those aren't my problem right now. My problem is that it stutters like its not getting enough fuel around 3000 rpm and sometimes in the 2500 range and a little in the 4200 range. Another thing is that it seems to be related to how much throttle pressure is applied. If I speed up and just let it coast down too long it will throw a check engine light or if i let it coast down and put the clutch in it will throw a check engine light, so i have to keep tapping the gas as i slow down. Also when it starts to stutter as soon as it gets up a little higher in the rpm it will kick back in like nothings wrong and run like a bat out of hell.
ive been told this is a fuel mapping problem bc the ecu runs the motor too lean and that the stutter is actually detonation. I tried fixing this with a fields vtec controller i had laying around and turned almost every rpm level up about 26-30% fuel increase and it still stutters in those same rpms.
also heard my injectors or my tps is bad??
thanks ahead of time for any input.

I would check the tps sensor first it might be clocked wrong or bad. If you have a dvom you can check the sweep of the tps. When you sweep it you should get .50V at closed throttle and 4.50V @ WOT. It could also be a bad map sensor when mine was bogging I found it to be a map sensor problem it was not getting the correct amount of vacuum supply so I changed the location of the vacuum on the manifold and it started working properly. Thats also after testing all the wires to it and checking the vacuum on the sensor. Hope this helps pm me if you need more info.
