Is the IACV(EACV) supposed to have voltage?

Default Is the IACV(EACV) supposed to have voltage?

My IACV(EACV) has about 9.7 volts on coming from the ecu while grounded to the chassis is that normal or really really messed up and what would cause it to that.

I have a 95 del sol si with a 94 h22a1 in it.

I believe it has switched 12V (yellow/black wire)

i have the wires wired right unless its wrong from factory.
or the iacv is bad
