I tryed splicing into pin A13 with another led which, correct me if im wrong, is the cel. still no luck. then i thought it was the ecu so i swapped another ecu in and NOTHING!! im so frustrated, someone please help a brotha out!.

i am assuming that you have an ef right? If you do, and you have converted to obd1, try jumping the little plug in the engine bay. It is located by the driver's side motor mount, the wire harness that is running from the firewall to the headlights along where the fender bolts to the body. There is a little two pronged plug that connects to nothing. Try jumping that and see what happens. Good luck.

what parts did you use to do the conversion? did you cut/solder yourself or did you use a jumper harness?
