Default have a Q on a engine code

Got screwd over on buying a so called complete d16y8 for my 98 hatch. The guy sent me a alt and ecu in the same box and the side of the ecu was dinged up pretty bad. The board looks alright but I tried starting the car and it just keeps trying to turn over and the engine check light comes on solid. No blinks or anything. Any ideas?

You must jump your service connector to get the CEL to blink. Here is a link on how to do it.

It was jumped. Called Honda and the guy said a solid engine light meant the ecu was junk.
