Default h2b timing

I was wondering if the balance shaft timing would affect the timing?
Seems like I cant set my timing to 16* without advancing my dizzy all the way advance. I think I rotated the crank with the balance shaft belt off when I was doing a manual tensioner conversion, wasnt sure if it would affect timing.
If it does could I just take off the balance shaft belt to reslove the problem?
And for the h2b evo flywheel, there seems to be 5 marking? Im guessing first one is 0, second is 14,15,16 and Im not sure about the last one.

balance shafts have nothing to do with timing.

use the 15 mark on flywheel

so if the everything line up and the dizzy needs to be advance all the way for it to be at 16*, it should be fine? Let me know, not really good at this stuff. Thanks

On a cut valve cover you can point the timing gun at the cam gears.
