there is the rare case where the h23 harness comes prewired for the vtec solinoid and vtec oil presure switch , but i haven't heard of many of these, but other than lacking those plugs on the h23 harnsess to my knowledge they are the same.
the other think that the h23 harness won't have is the plug for the IAB solinoid for the butterfly for the secondarys on the h22 intake mani

correct. the H23 harness and the H22A harness are not the same, although they embed a lot of the same items.
The H22 just carries VTEC wiring, and IAB wiring when the H23 harness does not.
