h22 idle problem

h22 idle problem
Recently swapped an H22 into an 00 civic. Everything works fine except for an issue i am having with the idle. When driving, the idle sticks around 3000rpm.....as soon as the car comes to a complete stop, the rpms drop to 300ish and barely runs.
I have cleaned the FITV and IAC (also replaced the IAC) with no change.
Any suggestions?

Any Cel's? I had the same thing when my TPS cel came on. Also if you had to switch out the TPS sensor then you have to calibrate it or it could be causing that. And does it happen only when its cold or when it's warm to?

No CEL's.
When u first start the car it'll rev around 1200 till it warms up. Pretty much as soon as the car starts moving, even if im backing out of my garage, the rpm's climb up to 3000ish...and when i stop, they drop to around 300.
If i were to approach a red light, and put it in neutral the rpms would stay around 3000 till the car comes to a complete stop at which point again, it drops to around 300.
The rpms also stay up during shifting....not to mention the car never wants to slow down on its own lol.

your tb plate might stick somewhat open and check the voltage on your tps...
