Default h22 civic

i have a 2000 h22 in a 94 hatch and the p13 computer will not run it correctly but a p28 will run it fine, does anyone know why this is or what i have to do to make this computer run correctly in it??

it would have to be obd1 or else he couldnt plug it in, are you throwing any codes with the p13?

there is no codes not even a check engine light and i know it works because i put it in my friends prelude and it ran perfect.
