Default H22 in 94 teg LS problems

Good Day folks. I have a bit of a problem with a swap that a friend of mine just completed. The car is a 94 LS, the engine is a 95 J spec H22. So, the engine is in and running, but not well. The idle will not come down below 1700 even with the idle mixture screw all the way in. Also the rev limit is at 6500 rpm. There is no CEL at all. Just wondering if you folks have any ideas at all. Also, we have swapped the TPS, MAP, and checked for vacuum leaks around the IM.

make sure the throttle plate in the tb is closing all the way at idle

make sure the throttle plate in the tb is closing all the way at idle
1st do that and if that doesn't work, take off the Fast Idle Valve and make a plate and bolt it in the FITV's place.
