Icon4 f23a1 swap in 2000 civic problems

Hey guys. Hopefully this will go better than the last post. Didnt have any replys. But i have swapped a 99 f23a1 in to my 2000 honda civic and i'm having a couple issues.

1) I'm having a jumping idle or whatever when my rpms reach 1500rpms. below that or above 2000rpms and the car runs fine. i've been doing a lot of research on it and everything seems to point to the fiav valve and the other one. but the issue is, the motor dosent have a fiav valve. factory bypassed it after a certain year. it just has a plate that the hoses attach to. dosent have a valve there. and the other valve that seems to be a leading problem, i have made a plate and blocked it off. so what could be causing it?

2) idle wont stay steady. sometimes it will idle correctly. but then the next time its too low. i have tried searching for vaccum leaks and havent found anything.

3) firing order. if i try plugging the wires according to the diagram for the f23a1, the motor wont even hit a lick. no back fire or anything. just spins over constantly like distributor unplugged. so the plug wires are attached according to the d16y7 that was in it. now i dont know if because i'm using the d16y7 distributor, if thats making a difference. reason i bring this up is because i've seen were some say the 1500rpm issue i'm having can be timing related. but the motor runs great other that the jumping at 1500.

thanks guys
