Engine starting to surge

Engine starting to surge
94 Accord H23 car surges only when A/C is turned on. All grounds are hooked up. Car idles at rock solid 500 rpm no misses nothing but when A/C is turned on it slowly revves to 2K and back down to 500 then to 2k. What would cause that?

**** mine use to do that too....only when A/C is no...
never did find out the answer...i thought it was a loose vaccum line. fixed that and stopped it for a couple of minutes with A/C on then started again....
