Engine immobilizer
i think on the integras and civis the imobilizer is seperate from the ecu. i know for sure the immobilizer on the civic is built into the factory radio. or atleast the reciever part of the alarm.
do you have an aftermarket alarm allready.
throw in the itr ecu and see what happens. worst case it will crank just wont start. and the immobilizer light will flash constantly

the immobilizer is built into the ECU, it reads from an antenna around the key hole that receives from the key in the ignition.
Either get the immobilizer setup with key and have honda set it up for you.
Or convert to OBD2a with a 97-98 P73 or convert to OBD1 and run a chipped P28/P30.

I live in CA so i cant go OBD I i need to stick with OBD II and i need to have the same year or newer engine. I'm really stuck on this one can anyone please help with any ideas.

that's your answer right there. OBD2a doesn't use immobilizer like OBD2b does. Another possible option is an immobilizer bypass DEI makes for their remote start car alarms, although I'm not sure if you could use that without an alarm.

I thought of that once upon a time too. The only problem is that it requires the entire setup and still requires programming from Honda to get the ECU to start the car.
