Code 21 on OBD 2 B16

Default Code 21 on OBD 2 B16

well I have now got everytning running in my 97 Cx powered by a 98 Jdm B16.
but only one problem..... code 21 and there is no code 21 for OBD2 acording to the helms so I do some research and find that it is a Vtec silinoid on OBD 1 cars. so I run through the trouble shooting and everythig seems to be in working order but I still have the code and my Ecu which is resulting in safe mode? is there anything I can do?
oh and I have a Gsr ecu as well which it does not throw any codes with but runs like as due to the fuel mapping... I guess?

OBD codes are all the same. Code 21 is infact the VTEC Solenoid.

I would recommend testing it by putting a 12v source to it and see if it clicks. The Solenoid is ground by being bolted to the block, so it should click.

If it does not click, replace the solenoid.

Other than that, verify it is wired up properly to A4 (I believe). That is the pinout on OBD1, but it may be different on OBD2 ECU's. Check the wiring with a digital multimeter, and verify it has signal from the ECU.

After you have verified that, take out the PGM-FI or the ECU fuse from the underhood fuse panel for 1 minute, and try it again.

well the wires are all hooked up to the Ecu in the right spots and they are making contact
and you instructed me to put 12v to the silinoid and see if it clicks? 12v from what? a small cammera battery?
I ran through the Vtec silinoid trouble shooting section in my book and everything checked out ok
but I noticed how it worked (0v at accessories and voltage increases with rpms) so just to check I ran the voltage when car was on accessory and it gave me 13v
what could cause this? any ideas on what I should do to fix it?

No, just run a wire (or test light) from the solniod to the (+) of the battery and see if it clicks

ok well get this now. I trade my friend for his 99-00 ecu and the code is gone but now I am getting a knock sensor code and Vtec still wont come on? I have herd that JDm knock sensors will not work? is it the actual sensor or is it something to do with the wirring? will gettin a USDM knock sensor fix it? ir do I have to by pass it with a 10olhm thing from radio shack?
