The idle should move when you unplug it, that's how you know it's a bad IACV. But since you already replaced it, I'm going to guess you have a couple plugs mixed up. I had the problem when doing my b18c swap. I forgot which plugs I had to interchange. But check the color of the wire. Hope it helps.

blue-yellow ** IACV (A9) **

mine is a 94 accord, colors might be different
The voltage sid eof the connector for the accord gets power from the injector power which i have it tapped into at the resistor box, and the black wire is A9

Are you using some type of OBD jumper harness? I installed a second gen B16A into a 96 CX hatch for a friend using an OBD1 P30 ECU and the wiring at the OBD2 to OBD1 jumper was. It took me a while to realize that was the problem. I would say that the problem is somewhere in the wiring and no the IACV itself.

Was this an AUTO EX or an auto EX engine harness at all?
I ask 'cuz AUTO EX's need to have an IACV wiring fix performed on them if used on a 5speed engine.

hmm ok...
Do you have the IACV plug mixed up with the EGR IAT at all?
just a shot in the dark..

..oh this makes me wonder, are you reading the flash code correctly?

I dont on my car that i know off.
The EGR is a 3 wire plug, and the IAT is a 2 wire plug but its not throwing an IAT code? on my car the wires are hardwired to the ECU (meaning i ran new wires instead of the stock harness)

are you sure that you don't have a vacuum leak somewhere?? When I swapped a 99 b16 into myb 98 ek I forgot to plug the little nipple thing on the back of the intake manifold that used to go to the cruise control....ended up just plugging that up and code 14 was gone! who knows, just an idea!

Did you check continuity from the EACV to the ECU at the correct pinout location? I can't remember what it is off the top of my head D12 or something.

If Blue/Yellow wire has continuity back to the A12 pinout (not A14) on the ECU.
If you have power to the other wire on the EACV with ignition on.
If you have put a KNOWN GOOD EACV on the engine with no difference.

Then there can only be one of two solutions to your problem.
Either you have a bad ECU, or you have a code 4 and 10 and you are misreading them.
