Default B18c1 block

Hello guys. My ek hatch originally had a full b16 swap, I just swapped the block to a gsr b18c1 block. After a long swap. I went to test drive car and it won't pass 6900rpms. Anyone know why? I'm reading some say I need to chip ecu and some say I don't need to chip ecu. I'm using same b16ecu

PR3 or P72 head? If you used the PR3 head, what timing belt/water pump did you use? Is your timing belt on perfectly and not one tooth off?
