Default b18a1 engine issues need HELP

Ok so I just got an 97 ek hatch with a b16a1 in it. I'm having a few hesitation issues with the engine when I'm driving it below 4K RPMS. It just feels like there is no power and the engine just hesitates until about 4k RPMs when the power just seems to kick it. My brother and I investigated and saw that the spark plugs for cylinder 2 and 3 were drenched in oil. So we decided to change out the valve cover gasket, plugs, wires, distributor cap, and ignition coil. The only problem is that the distributor cap was just a bit too narrow to fit. We took it back and got another one and same issue. WTF.

The engine does seem to run better though, but still has some hesitation below 4k.

So I essentially have 2 questions, whats up with the distributor cap and any other suggestions on how to get this motor running right?

What car r u getting the cap for, it should be 99-00 Si, if it still dose not fit it might be a GSR distributer, so try a GSR cap. (I heard they are bigger)

On the engine, check the timing, do a compression check, and if u have a chipped ecu try running another.
