well my question is how do i go about adjusting the TPS. its reading voltage too high so i guess its not adjusted right, but how do i adjust it. the car is a 93 cx with jdm b16 engine swap.
So then what your really saying is that 2 of the wires you measured had +5V on them, right? If this is the case, looks like your TPS took a dive.
If you only measured one wire however, you could have measured the supply voltage to the TPS, which is +5V.

i tried all three wires actually, i have another TB laying around so i'm going to switch them out and adjust the TPS to where it should be.
