Default 99 si with b18c5 idle problems

So I was going down the road and I was getting on it pretty hard (around 9k rpms) after finally getting a new coil...well i go to slow down and it dies...well i didnt think much of it cause i got skunk2 s2 cams in...then i went to crank it and...it wouldnt crank...well I floor it and hold the key down and finally the car starts running at about 100rpms then starts to rev like normal...I changed the plugs and wires...the dis cap is less than a year old and the coil is new...what else could it be?...the car will not idle by itself...I changed the IACV because i noticed that it was making a buzzing sound out of my intake...when i put the other one on it did the same thing tho...help...please?
