6k rev limiter

Having an issue where I can't go past about 6k. Tried 2 different distributors, 2 ecus. Even a full motor swap. Had a b18b, swapped to b18a1. Timing is spot on. Running out of ideas

If it is a '92-95 Civic... it is your tach. Swap for a known good gauge cluster and check again. You have tried everything else and still no change...
