it looks like it removes the second o2 sensor from the exhaust stream but won't this cause a CEL anyways due to it not detecting anything at all?

That thing that sticks out the side is the secondary O2 bung. It's longer so you dont need to use the sparkplug foulers trick to keep the CEL from coming on.
