It is an S? To be honest with you, don't waste your money on a 5spd conversion with the S motor.
Your best bet is to save up some money and buy a complete h23a or h22a then do the 5 speed conversion all at once.

Well to be honest with you, trying to make that motor fast is a waste of money.
If you are on a tight budget, your best bet is to buy an h23a complete swap. You can get those for a hell of a lot cheaper then the h22a's.
The motor swap plus 5spd conversion will run you around $600-800 for installation.

just a scenario
I looked at it the same way you did pretty much. You say its 4000 you dont have, well if you get an intake, shortly your will want another mod, lets say you get exhaust, you will shortly after want another mod, so then you get headers, then you get ignition, suspension, cf hood, audio etc so on, with modding for most people its never enough( I can think of mods I dont have money for for years to come). Now your 3-4 in the hole and still have a 15-high 16 Second lude. This may not be how you are, but it was how I am and alot of others, with that money you could have an h22 setup, a 14 sec reliable, respectable lude, it doesnt sound good right now but later down the road you would be glad you did it that way. but if your not gonna always want another mod than just get basic I/H/E

i would probably go with an affordable spring shock combo, and maybe save up for a new car. not to diss your S, but it's alot of trouble makign that car fast--maybe after a while you could find a 4th/5th gen vtec that was within your means, or an Si.
only reason i suggest this is because you're not doing the swap yourself, and who knows who you can trust with something like this? recent stories/experience with some (emphasis on SOME, as opposed to ALL) aftermarket tuners/mechanics gives me the shivers...
anyway, good luck. H&R lowering springs+Tokico's are a good place to start for a more affordable suspension set up. Tein SS's would be the more expensive way to go. Ground controls and shocks would be the middle road, $ wise.

Suspension, Exhaust and Intake( Due at the same time to take full advantage of the mods), depending on how set you are on looks, get a nice wheel and tire set up, lots more motor mods and than looks so you don't have all show and no go
