Default tach issue

I have a 97 prelude base 5 speed. Whenever I get above 3500 rpm the tach starts jumping around all the way to 8000 rpm. I recently put a new cap, rotor, plugs and wires in all Honda OEM parts. Could this be a igniter issue? Any help would be greatly appreciated.

Is the tach jumping by itself or is the motor actually revving out too? If the motor is revving out too, does it feel like the motor isn't making much power?

Motor seems to be revving normally but when the tach jumps to redline power cuts out and jerks.
