Default Prelude problems

Yo guys im new to the forum and i own a 97 prelude, and ive been having a problem and idk if its my synchros or my clutch, when i start my car up and start driving itll make a weird scraping noise around 10mph so i usually shift pretty early to avoid it but it also does it in all my gears, it eventually goes away but when im on the high way going 70ish while in 5th theirs just a constant scraping noise anyone have any suggestions or ideas?

wheel bearings are ok and brakes?

yea did brakes and rotors already, i forgot to mention when im going about 70ish and its scraping ill usually throw it in nuetral and it goes away but comes back when i throw it in gear
