Default Need some help

Ok so i have a 92 prelude with the h22a4 swap and everything has been converted to obd1. I started the car about 2 weeks ago using a jdm p13 and the car idled like complete ****. Rpms where around 1500 and when i gave it gas the car would not rev past 3500. The motor vibrated like crazy and the car just idled like **** like i said and wouldnt even of drove out the driveway if i had tried. Im hoping the problem was the ecu since i have no knock sensor no egr or no secondaries on the car. But the only cel i was throwing was for the vtec solenoid. Does this sound like an issue that could be solved by using the right ecu or does it sound like something it the wiring cause a good buddy of mine suggested i get another wiring harness and put it in. I really need some good advice. Thanks

First of all, check timing. Make sure the crank/cams are positioned correctly, then use a timing light to make sure the ignition timing is where it should be. Next step after that, is check for vacuum leaks.

timing seems to be set correctly but i could be wrong. and also i have alot of blocked off vacuum lines?
