Default Need help with idle problem

I have a 95 se with h22a swap.
I recently started having a idle surge from 1500-3000 at a steady pulse.
I started by checking my codes. i had egr lift valve and h02s heater
I replaced the o2 sensor and both codes went away.
The surging continued.
I then checked my tps with a osiliscope. there were no dips in the voltage.
Then i cleaned my iacv. sprayed every vaccum line with carb cleaner and no changes in revs.
Any more ideas? i think the car is stuck in open loop and running rich cause my millage is 15 currently. If the car is running rich and the iacv is stuck open what might be the source of the problem?

why not help him if you're such an expert

to the op: check the FITV. Fast idle thermo valve. underneath the throttle body. Symptoms of a bad one are exactly as you described.

I really don't recall how to troubleshoot it exactly, but it has something along the lines of removing the intake and putting your fingers where there are two holes inside the throttle body...and check if the lower port is sucking air or something like that. I really havent done this in a while so you can't vouch for me on this, but here is an illustration...

See those two holes? IIRC you have to check that and see if one of the ports are sucking air. You would have to do a search on how to troubleshoot an FITV on H-T somewhere. When I had this problem I didn't troubleshoot it, and I was so sure that this was the problem so I just went ahead and bought a new one and it fixed the problem. I'm not telling you to go out and buy a new part for 150$ and have it not be the problem, so i'd troubleshoot it first.

blah. that was hella lot to type. hope this helps.
