Default IACV problem

My setup:
H22
Mahle Gold CR11,5 87.25
Eagle rods
Kaizenspeed balancer shaft eliminator kit
Clutch - Exedy Racing Stage I
Flywheel - Fidanza 8lbs
New oil and water pump
All gaskets new - OEM
Skunk2 Pro Stage 2 camshafts
Supertech springs and retainers
Skunk2 Pro Titanium cam gears
stock valves
Stock OBD2 intake with no butterflies, 2 Blacktrax spacers
Omni Power 70mm TB
OBD2 IACV cleaned
Idle regulation done with IACV disconnected
ECU - OBD1 P30, tuned
No FITV

Problem:
Engine was dying on idle, IACV compensation is set to 40% to avoid dying (dies on idle with lower compensation). With IACV disconnected idle is fine.
However pressing brake, switching on A/C or anything consuming power causes RPM to bump to 2500RPM.

TB has no idle screw, regulation done with butterfly blocking screw.

Opening butterfly in TB more than now is not a solution - causes RPM waving.

Any ideas how to solve the problem? How to deploy more air to the intake on idle?

Disabling IACV will cause a lot of problems during winter...

I'm going to connect IACV from OBD1 intake and test it, I heard that it's different that the OBD2 one...
