fpr setting
I got my car back from the shop after having my aem fpr installed... i told them to put it to stock settings but its running at 31psi at idle in neutral according to the guage on the fuel rail. Should i put it higher to about 35? and which nut is the adjustment the one on top?
You paid someone to install a FPR?? Anyway, I have mine set at 40psi and that's right about in the middle of what Honda recommends and everythings fine...
Loosen the nut around the bolt sticking out, and turn the bolt with an allen wrench. Then tighten the bolt when you have the desired psi.

Oh, yes...you have to have a guage. I have a crappy B&M on the rail right now...

Yup, that's the adjuster.
While 40 may be within specs, every Prelude I've seen had their fuel pressure around 35-37 psi at idle.
are you sure its not 35 37 with the vacuum hose pulled off ?

Yeah, that's what that port is there for, it should fit. It screwed right into my AEM rail...

92-96 h22-- 39 psi no vacum. this simulates wide ope throttle
97 up h22-- 51 psi no vacum.
trust me on this.
35 psi on your 2001 lude is way too low. turn it up to about 48 psi with hose off. they run a little rich from the factory and this will give you a couple of hp.

It made no changes on the gauge? That's odd. That would mean it wasn't getting any vacuum at all. Clogged maybe?
