engine swap si with vtec
the h23a to h22a swap is very easy. dont do a h23a bottom and h22a head, its nothing but problems and VERY unreliable. go full h22a. http://www.hondaprelude.com/resources/article.asp?id=58
theres a site with instructions on the swap

I heard that the block for the h23 is the same part number when there are no internals included, and that the h23 requires no machining the only difiference are the internals of the block so therefor you can run a vtec head on the h23 block no problem... maybe sombody that can get a factory part number can prove this ... its just rumored but i think its true... so basicaly if you have an h22 you can put in the h23 crank rods and pistons... they are both 87mm bore but who knows...anyone?

You would need many other associated parts that the H23 block does not have. You will end up spending more time and money in the long run, no doubt. Just go with a USDM h22a, a very easy swap!
