Default Engine question

Just a few questions out of ignorance.

Is it possible to put a h22a1 head on a H23 block?
If so, is it neccessary to build up the bottom end like u have to when building the LS/VTEC setup?
And finally would this even be worth it since I would be able to rev past 6K500 (in the LS/VTEC setup u can only rev to about 6K800 w/a built bottom end) or something like that?
