Default EGR question

i have a vacuum leak and i suspect the problem is coming from where the vacuum hoses meet with the EGR solenoid valve and EGR vacuum control valve. I have a 93 vtec but am currently using the IM from a 99. Long story short, i had to use a "T" connector to connect the hoses. Because of the vacuum leak, the engine is a little hesitant on acceleration and it idles a little high, not rough. i can hear the leak when i am driving, it almost sounds like a turbo but not as high pitched.

My question is, what do those valves actually do, i have done some research but didnt find any accurate answers. I am wondering if i could just remove those valves. Im sure they are there for a reason, but if its just for emissions id prob just remove them and maybe suffer a couple of MPG's. If anyone knows any info about this please share, thanks in advance.

when you say remove are you referring to the hoses or the egr?
