code 45 problem?

Default code 45 problem?
just had my head rebuilt when i got it back it started running funny very low idle and rough also when i turn it on in the morning the idle jumps and it shuts off, when i run it at high rpms when i come to a stop it shuts off and continues to till it cools off..the knock sensor is out but i dont know if thats the problem. they told me it was the fuel regulator? this is a 98 lude h22a4////please help!!!!
