Default before and after work?

Late last yr I had my 5th gen Prelude worked on. I had the head ported and polished, bored to 40 over, and upgraded the pistons. Now when I go into the vtec rpm range I cant even fill it and I also have an issue with black crap all over the rear of my bumper (been told this is unburnt fuel). Just wanted to know what I can do to get her running good.
