Default BAD TORQUE CONVERTER?

I just totally replaced the entire transmission on my H23 '92 'Lude (AUTOMATIC) and now it's over-revving through the start of the gears and having trouble getting a started on acceleration. It will rev up, and then slowly start catching first gear, and then have a pretty jolty shift to second (same through all gears). I only put in about 2.5 quarts of ATF... could this problem be due to not having enough ATF or is it a bad torque converter??? Any help would be greatly appreciated as I've never really dealt with automatic trnasmissions before...
