rack and pinion bellows.
they should be replaced.
i believe the easiest way to change them is to unscrew the inner tie rod end, where it screws into the rack.
(someone correct me if i'm wrong, i changed mine when i already had the rack out+apart for manual conversion)

most LPS have to order them. just order them off http://www.hondaautomotiveparts.com/ and get oem.
